Pope Gorge III, in the 18th century, declared November 1st to honor all saints. The evening before Halloween is known as Halloween Eve. The United Kingdom, the Celts living in Ireland, the northern France people celebrate their New Year on November 1st. Celts celebrate Samhain and believe there is no boundary between living and the dead world a night before the new year.
